Context

SEDAPAL (Servicio de Agua Potable y Alcantarillado de Lima) is the state-owned company responsible for water supply and sanitation across Lima Metropolitan Area — the operator of treatment plants, trunk pipelines, sewer collection systems and the daily lifeline for 11+ million inhabitants. CUMBRA (still operating as GyM at the time) ran civil works for SEDAPAL spanning 9 months, with the workforce ramping from 231 colaboradores in month 1 to a 1,653 peak by month 5. The contract itself committed to a 30% reduction in PPE consumption cost-per-man-hour — from a S/. 0.90 GyM baseline ratio down to S/. 0.63 — measured against ~2.4 million PPE deliveries across the 9-month window.

Challenge

Public-utility civil works run differently than mining: shorter contract windows, faster workforce ramp curves, more distributed work fronts across an urban service area, and a stricter audit posture (SEDAPAL is state-owned). The 30% PPE-saving commitment was not aspirational — it was a contracted line item with monthly measurement. CUMBRA needed the digital-issuance methodology already proven at Tambomayo and Mina Justa, re-calibrated for short-cycle urban civil works.

Solution

We deployed the Logiflex Logística Digital platform — same stack used at Línea Amarilla and the Mina Justa Oxide Plant — calibrated for SEDAPAL's 10-delivery-per-month per-worker baseline. The monthly cost decomposition was tracked granularly: EPP material (the headline number), papel de control de almacén, papel de registros, archivo de papel (the 20-year storage cost), horas de llenado de papel, and puesto de almacén de EPPS. Across the 9-month projection the methodology delivered S/. 790,869 in PPE savings, of which S/. 529,067 flowed to the client after Logiflex's service fee and productivity bonus structure.
